Aklan State University (ASU) successfully conducted its In-Service Training for Service Excellence 2025 on September 30, 2025, at the ASU Review Center, Banga, Aklan. The activity gathered faculty, staff, and administrative personnel for a full-day program centered on ISO updates, quality workplace standards, and the 125th Anniversary Celebration of the Philippine Civil Service Commission (CSC).
The training opened with preliminaries, followed by welcome remarks from Dr. Anna Mae C. Relingo, Vice President for Administration and Finance. She emphasized the importance of professional development and collective effort in fostering a culture of service excellence across the university.
ASU President Dr. Jeffrey A. Clarin delivered a special message and introduced the resource speaker, Dir. Regin T. Argulla, Director II of the CSC Field Office Aklan.
Dir. Argulla delivered an engaging talk in line with the CSCโs 125th founding anniversary, anchored on the theme โBawat Kawani, Lingkod Bayani: Puso, Dangal at Galing para sa Bayan.โ He highlighted the indispensable role of civil servants in nation-building and encouraged government employees to uphold integrity, excellence, and dedication in the performance of their duties.
Dir. Argulla also emphasized the importance of the Office Performance Commitment and Review (OPCR), Division Performance Commitment and Review (DPCR), and Individual Performance Commitment and Review (IPCR) as key tools for measuring employee effectiveness and accountability in government service. He explained that these performance evaluation systems are not merely compliance instruments but strategic mechanisms that align individual contributions with institutional goals, promote transparency, and strengthen the culture of excellence in the public sector.
One of the program highlights was the Presentation of Loyalty Service Awards, led by Dr. Clarin and Dr. Relingo, honoring ASU employees who have dedicated many years of service to the university. The recognition served as a tribute to their unwavering commitment and valuable contributions to ASUโs growth and mission.
The morning session continued with a course overview and levelling of expectations facilitated by Dr. Ava Mae S. Magallanes, Director of the Training Services Office.
The ISO Updates and Reorientation session, led by Dr. Luchelyn A. Beltran and Ms. Mary Loannie G. Tenazas, provided updates on ASUโs quality assurance systems, compliance processes, and alignment with ISO standards. The session ensured that all personnel remain well-informed and actively engaged in maintaining the universityโs commitment to quality and continuous improvement. An open forum followed to address questions and gather feedback from participants.
In the afternoon, Dr. Carmenchita M. Tumaca and Engr. Kevin I. Macavinta discussed Climate Change and Solid Waste Management, highlighting sustainable workplace practices and ASUโs environmental initiatives.
This was followed by an Overview of Quality Workplace Standards delivered by Mr. Arthur E. Jizmundo, Planning Officer III, who shared insights on building safe, inclusive, and efficient work environments that promote employee productivity and well-being.
The program concluded with closing remarks from Dr. Eleonor R. Teopy, HRMO III, who commended everyoneโs active participation and underscored the importance of continuous learning, accountability, and shared commitment to service excellence.
Through this comprehensive training, ASU reaffirmed its dedication to upholding high standards of public service, environmental sustainability, and workplace quality, while joining the nation in celebrating the 125th founding anniversary of the Civil Service Commission.
